BCNL and the Ministry of Health signed a framework agreement for  cooperation in the medical sphere of mental health and the processes of decentralization and deinstitutionalisation of the offered services for people suffering from mental deceases. The main course of common activity aims the actual integration in society of persons suffering from mental deceases and the abstraction of offered health and social services from the governmental institutions through content expanding and raising the level of their quality, and the inquiry about the possibilities for strengthening the role of the non-profit legal persons (through changes in the legislation and other means) in the sphere of health care, elaboration and application of effective mechanisms for inter-sector co-operation and others.

The activities which BCNL will launch in order to execute the purposes of the agreement are connected with the participation in the process of creation of a branch of measures for the encouragement of actual deinstutionalisation through development of the services in the community and the aiding of the creation of alternative services, as well as the building of institutional capacity of and for people with mental deceases through the organizing of educational events and initiatives for increase of the information and knowledge about the legal framework concerning the offering of health and social services, the building of partnerships between private and public legal persons in the sphere of mental health, co-operation with other similar organizations, support, protection against discrimination etc.
