Last week in the Parliament was proposed a draft law with the amendments in the Law for Local Taxes and Fees. As a result from the initiated by a group of non-profit organizations, including Bulgarian Center for Not-for-Profit Law, Bulgarian Donors’ Forum, Bulgarian Business Leaders Forum, Programme and Analytical Centre for European Law, Workshop for Civic Initiatives Foundation, Bulgarian Charities Aid Foundation, The Red House Center for Culture and Debate, Caritas – Bulgaria “Campaign for keeping tax benefits for donations”, the proposed changes express the opinions of citizens and non-profit organizations, who gave their support for the campaign.
In difference with the first draft changes, made by the Ministry of Finance, the proposed draft law, already discussed on a first reading in the Commission for Budget and Finance, keeps the current tax regime for NGOs in public benefit i. e. the exemption of NGOs from paying the tax on inheritance and the tax on donations.
In accordance with the EU politics for equal tax treatment of NGOs on the territory of the Union, the draft law gives the possibility for all NGOs in the EU to benefit from this tax regime like Bulgarian ones.
The proposed draft law in the Parliament shows that the mutual statement of the non-profit organizations in Bulgaria has been taken into consideration, which is the first sign for the positive development of the campaign itself.
